Análise sobre a tecnologia SMS em sistemas de alertas de risco de desastres no Brasil

Resumo

Muito se discute a necessidade de reduzir a perda de vidas humanas, danos ao patrimônio e ao meio ambiente, causados por desastres associados a processos naturais. Medidas não-estruturais, como os sistemas de alerta, têm-se constituído em importante aliada na redução de danos humanos e materiais, em especial, de comunidades vulneráveis. Este artigo analisa o uso do serviço Short Message Service (SMS) como ferramenta de disseminação de alertas à população brasileira. O estudo realizou pesquisa exploratória sobre o uso de alertas SMS no Brasil, a partir de levantamento bibliográfico e consulta a documentos públicos. O serviço de comunicação à população por SMS em escala nacional é relativamente recente no Brasil, disponibilizado desde 2017. Os governos estaduais vem implantando esse serviço paulatinamente ao longo dos últimos anos. Mesmo diante de outras tecnologias mais modernas, os alertas SMS têm potencial significativo no alcance de pessoas vulneráveis aos desastres no Brasil. O acesso precário à Internet em um país de dimensões continentais, além dos diferentes contextos socioeconômicos da população brasileira, reforçam a necessidade de se ter diferentes meios de comunicação de risco.
