Shared flood warning communication in the basin of the Vez River

Mobile phones are means of communication to exchange information between users through calls, short message service and Internet access, including social networks. The forms of communication provide data of the coordinates which are essential to provide assistance when necessary. The media follow society, publishing the news about the floods, as well as its respective consequences. As there is news in print, mostly in the collections of libraries, the eBDRegister project was developed to register events in a database. After identifying the citizens located in the flood centers, we propose to solve a problem which is to know how and who can and should communicate the danger alert to these citizens. A communication service is proposed, shared by those who have the citizens' data. The records of the history of news in the basin of the Vez River, from 1900 to 2015, are used to delimit the maximum radius of the flood centroids, with 635.9 m, and the radius of 90% of the data, with 290.2 m. The validity of the sources of the periodic press was tested by the Logit model and by the ninety percentiles. The study of centroids and their respective distance rays to the nearest river, serves as proof for the application of the communication system shared between the periodical press organizations, insurance companies and the Tax and Customs Authority and the identified citizens.
