Europe and the realistic project: Common Heritage Climate as a way to restore the climate system

Climate change is mainly a problem of excess GHGs in the atmosphere. In analyzing responsibility for historical emissions, there is a theory based on the damage caused, which is difficult to ascertain and apply. If you add up all the costs and benefits of climate non‑action, you reach a point where the costs outweigh the benefits. In this scenario, the theory of responsibility for overuse, which presupposes recognizing the climate as a Common Heritage, opens up the possibility of restoring the climate system and cleaning up the atmosphere. A project that, for historical reasons of selfish and global interest, should be coordinated and encouraged by Europe.
