COVID-19 Contingency Plan for education in Santa Catarina/Brazil

COVID-19 has been one of the most tragic and impactful disasters in recent years, causing the death of around 700,000 Brazilians. This qualitative and descriptive article, predominantly based on document analysis, reviews aspects related to the theory and practice of contingency plans. It analyses how, both at the federal level and in the state of SC, the response was conducted based on sectoral (health) plans and not an integrated and cohesive plan, how it would have been desirable, and how the command system was fragile, disintegrated, and sometimes contradictory. The negative implications of this reality are discussed, particularly with respect to the operational response in sectors other than health institutions. We present an experiment developed in the south of Brazil, centred on the drafting of the Contingency Plan for Education (return to face-to-face activities). In addition to the model and rationale of the plan, we describe the inter-institutional collaborative environment of its creation and the cascade training of agents to spread awareness in all municipalities of Santa Catarina. Finally, important conclusions are drawn for future events of a similar nature.
