Surface water reserves and flood risk in Guarda, Portugal

Life without water is impossible. Thus, the need for adequate water sources, water supply systems, flood control, and water reserves has always meant that water resources planning is essential. Climate change, which is now scientifically proven to worsen extreme situations and events of drought and heavy precipitation, serves to highlight the urgency of strengthening the relationship between urban planning and water resource management. Investment in more sustainable and more resilient cities is crucial, with changes in land use policy that favour innovative technical solutions to preserve areas of flooding that still exist, complemented by interventions for retention at source. In the context of urban planning and water resources, this article identifies and evaluates possible surface water reserves in the municipality of Guarda and the areas flooded by the River Diz, within the city of Guarda.
