Precipitation extreme episodes and weakness of the urban environments: examples in Portugal and in Brazil

Our aim is to evaluate the effective uniqueness of rainy episodes with tragic and catastrophic consequences at Porto and Presidente Prudente and reflect on the “dangerousness” of modern urban planning options, showing that the current urban design, both in Brazil and in Portugal, ignore the sites and the geographical positions, replicating models at any latitude and increasing, thus, the causes of vulnerability progression to transform, for example, some common episodes in severe disasters.
