Disasters as a national civil defense system vulnerability: the Brazilian case

This paper focuses, through a sociological analysis, the official data about the most frequent disasters in Brazil in the past seven years (2003-2009). It also intends to identify, using five different variables, the institutional vulnerability, which means, the socio-political dimensions and limits of the National Civil Defense System to manage disasters. The results points, in political terms, that the authorities remain unprepared due the absence of an accountability ethics.
