Abstract

With the introduction in 2008 of new legislative changes within the framework of technical standards and criteria for the development and operation of emergency plans for civil protection, conceptualizes up a new paradigm for emergency planning, a new national strategy. Based on analysis of technical, operational managers, former managers and researchers involved in the process, draws up a set of variables aimed at an analysis reflective and reflexive about the process of implementing the "2nd generation" of contingency plans to protect civil.
