This study seeks to create a model index of offers and demands with specific variables that indicate the health of cities, exposing the problems in numbers so that answers can be applied to minimize the causes. The method of this study consists of generating an indicator, to expose imbalances in cities through an index of offers and demands, environmental, economic, and social imbalances in cities to be clearly highlighted and exposed. Each variable or demand in the index would be aided by modern technologies and cyberculture applied intensively through a dense system of iOT (Internet of Things) as a mesh covering cities, within forests and waters that would become omnipresent monitored. Aiming at a new land use, an ecological, intelligent, concentrated, and technological urbanism. With an index of cities, it will be clear to identify when a city is not complying with some parameter to its citizens and the environment or is in imbalance in its offers and demands, and identifying imbalances with numbers, it is possible to think of effective solutions.
