Preparedness plan for communities exposed to technology risk

The rapid and sometimes disorderly process of urban sprawl has brought industries and population physically nearer to one another, thus increasing the likelihood of people being exposed to major technological accidents. Some events bear witness to this, such as the disasters that occurred in Seveso in Italy (1976), in Bhopal in India (1984), Vila Socó in Cubatão (1984), and more recently in Alemoa, Santos (2015) and Beirut in Lebanon (2020). This context shows the need for procedures that include the definition of intervention strategies, information management, and mobilization of the population in these situations. We therefore present in this article a standard published in September 2021, designed by CETESB - Companhia Ambiental do Estado de São Paulo, a São Paulo government agency, designed to guide initiatives when drafting the “Plan for the Preparation of Communities Exposed to Technological Risk (PPC)”. The goal is to prepare the local community for situations of serious technological accident and, in particular, to train it so that people can respond appropriately in a quick, calm and orderly manner.
