Abstract

O presente estudo visa analisar o papel e os constrangimentos à participação popular através da perspectiva das ONGs de São Carlos, no Brasil. Para o efeito colocou-se em marcha a ferramenta C.L.E.A.R. desenvolvida sob a égide do Conselho da Europa, que tem demonstrado ser uma via privilegiada para a análise quantitativa e, sobretudo, qualitativa da participação cidadã.
