Strategic Environmental Assessment within the RJIGT Framework – A Study of the Procedural and Substantive Overlaps in the Environmental Assessment of Urban Planning Instruments

This article aims to reflect on the procedure and implications of Strategic Environmental Assessment (SEA) concerning urban planning instruments, extending to sectoral plans, special plans, regional plans, and with particular emphasis on municipal plans, within whose formation process SEA has been incorporated.
Beyond a descriptive analysis of the legal framework, we seek to problematise the normative solutions (or lack thereof), offering insights and potential remedies to clarify the points that appear most problematic.
