This work originates within the scope of the “Energizing Development” project, co-financed by the European Commission. It results from cooperation between institutions and organizations from various countries around the world (Germany, Italy, Spain, Romania, Brazil, and, from Portugal, the participation of oikos, a Portuguese non-governmental organization), all concerned with some aspect of the energy issue, with a particular emphasis on the environment. Here, it is essential to praise the recognition of these issues at a global level—environmental problems with borderless impacts that demand a unified approach.
