In this article, we will analyze how the Portuguese legal system has incorporated the safeguarding of "architectural complexes," considering that their conceptual framework originates from international law. We will review the limited regulatory framework governing these cultural assets, highlighting some of the difficulties and weaknesses faced by interpreters, as well as pointing out areas of overlap and particular conflict among the various public entities with urban planning and heritage responsibilities.
