An Example of Urban Rehabilitation: The Rehabilitation of Baixa do Porto

Urban rehabilitation has been framed in a fragmented manner by Portuguese legislation, whether urban planning or urban tenancy law, to such an extent that the duty of maintenance imposed on property owners has been insufficient to halt the processes of urban degradation. Investment in rehabilitation, despite the financial mechanisms available (such as RECRIA, REHABITA, SOLARH, etc.), has been scarce, and the tendency toward urban expansion, fueled by the extensive boundaries of emerging municipal master plans, has turned urban rehabilitation policy into the poor relative of urban planning law.
