Evolution of Urban Planning Law in Portugal in 1999–2000

This article provides a concise overview of the key aspects of the evolution of urban planning law in Portugal during the years 1999 and 2000. It focuses on the most significant developments in the evolutionary process of urban planning law, in the areas of legislation, spatial planning, case law, and legal scholarship.
The changes that took place during this period in those four fields lead to the conclusion that Portuguese urban planning law, at the beginning of the 21st century, is at a turning point. A turning point which, it is hoped, will move towards greater justice, greater rigor, greater coherence, greater stability, and greater effectiveness of urban planning legal norms.
