Informal Urban Development Activities and “Diversion Measures” in Urban Planning

The need to modernize administrative law has, in recent times, been a dominant theme. This concern has given rise to numerous proposals, which we intend to briefly address here, particularly in relation to urban planning law.
Largely influenced by German doctrine and examples, this study will not, in some cases, provide answers to the current concerns of national readers, but merely suggestions de iure constituendo. However, the same cannot be said with regard to informal actions, since, being informal, they are not bound by the meshes of different national legislations.
