The City as a Space for Development
A Tourist-cultural-educational Proposal to Promote Family Leisure in the Medieval Quarter of Vitoria-Gasteiz (Basque Country, Spain)

Leisure is a basic human right, key to human development, both individual and collective, throughout all stages of life. In recent decades, industrial cities have become cities of experiences, in which intangible concepts such as motivations, emotions, needs and benefits have taken on great power. In the West, childhood is understood as a developmental stage in which children need to distance themselves from adults and explore, which is made difficult in the city because of problems such as lack of safety or dirty public spaces. Despite this, there is no doubt about the important role of leisure at this stage. The initiative "El barrio de los niños/as" in the city of Vitoria-Gasteiz, Basque Country, aims to change the city and improve it in all its aspects to make it a suitable space for everyone.
