The physical paradigm has been dominant in the management of forest fires, but this is a complex process resulting from the interaction between ecological and human components. This paper proposes a reflection on the polysemy with which the terms risk, hazard and vulnerability have been used in research on forest fires and presents a model for assessing vulnerability. It highlights the importance of this concept for more efficient management of forest fire risk as well as presents some challenges to streamline its operation.
