January 31st 2015 flooding in the lower basin of the Ceira River: contribution to the knowledge of the hazard and the importance of information to emergency management

In the early morning of January 31st 2015, there has been a flood episode in the lower basin of the Ceira River, near Coimbra, a phenomenon that was widely dissected by the media and experienced by people, who have associated it to
a rupture in the dam transfer from Alto Ceira to Santa Luzia, in Pampilhosa da Serra. It took place without them being prepared and without warning. It was concluded that the effect of the rupture was not significant to the verified level
of consequences and the response was appropriate given the available information. However it is urgent to adopt new strategies of risk mitigation and emergency management.
