Abstract

Security, understood as a basic right of citizenship, is today one of the most prominent priority issues on a country’s political agenda, as well as in the media and in society in general, in different scales and dimensions, given the complex scenarios of threats and risks of the “old and new typology” that deepen the sense of vulnerability and sharpen citizens' sense of insecurity.

Likewise, civil protection, as one of the pillars of National Security whose dynamics cut across the whole of society, is today, along with Security, of crucial importance to the economic and social development of the country; it requires sustained and participatory public policies from the political establishment that will put this issue on the agenda, in the light of internal and external threats.
