O presente estudo pretende escrever um capítulo do novo direito do ciclo hidrológico: o desenvolvimento de conceitos e critérios de identificação e classificação de barragens como infraestruturas seguras ou perigosas, úteis ou inúteis, sustentáveis ou insustentáveis.
