In urban planning law, dematerialization has been forging its path, essentially driven by the forces of harmonization in urban planning and the simplification of urban management. The creation of new legal instruments—particularly various models of prior notification—and the proliferation of IT systems (ranging from diverse online portals to geographic information systems) are, however, not without their doubts, especially in a field where procedures are highly complex, due to the different interests and entities, both public and private, involved, and the pronounced legislative and regulatory fragmentation.
