The aim is to reflect on certain aspects of the preparation process of the Regional Spatial Planning Plans (PROT), addressing both positive and negative points, in an attempt to identify some normative needs, methodological development requirements, training and capacity-building for territorial agents, as well as potential revision or amendment of the current legal framework for spatial planning and urbanism, in order to contribute to the corresponding improvement measures.
