Application of Equalization Principles in Areas of Natural Risks: A Case Study

Municipal-level planning requires the integration of equalization mechanisms, which aim to provide local authorities with methods that allow them to carry out their territorial development strategies without harming property owners through the inequalities introduced by the act of planning. Given their value in pursuing equity, through the creation of systems of mutual compensation, the question arises as to the possibility of applying their operating logic to the management and mitigation of natural risks.
The following lines aim to provide some points for reflection on this subject, based on a case study in which mechanisms grounded in an equalization logic were tested for their applicability to natural risk management.
