Abstract

The United Nations declared the 1990s as the International Decade for Natural Disaster Reduction (IDNDR), introducing risk reduction into the political agenda and leading a growing number of governments and international organizations to promote risk reduction as the only sustainable solution to lessen the social, economic, and environmental impacts of natural, technological, and environmental disasters.
