From the government of the monarchy to the government of society

By the thirties in the nineteenth century liberals reached to impose the constitutional monarchy as the best possible government. They had to renounce to the principle of national sovereignty and they also admitted that the Administration constituted the new nerve of the political system even if it was ano defined as such in the constitution. This article analyzes some aspects of the political culture that gave priority to the problem of the government of the society under the tutelage of the administration.
