During the last years, the approach of problems concerning training and employment have evolved in the framework established by the European Employment Strategy, namely with the importance of the Life Long Learning Strategy. Levels of training and the situation towards the labour market are influential factors of social inclusion/exclusion, with implications in income, personal achievement and in the exercise of citizenship. Transformations occurred in the functioning of economy implied a grow segmentation of the labour market and a multiplicity of poor and marginal ways of labour integration. Portugal created a set of policies in the field of education, employment and professional training of the unfavoured groups. The training system has to adapt itself to this public and has to train for the social inclusion and cohesion. It should also be stressed the important role of citizenship and business responsibility in the domains of professional qualification and training, employment and social inclusion. It is necessary to improve the qualification as well as to guarantee the employability active adults, through the development of Life long training. Considering the deficit of the qualifications of the Portuguese population, the increase of Learning is demanding, considering the necessity of modernization of the business tissue and the necessity of the uplift of productivity and competitiveness. The information society and the process of European integration condition the priorities of the action of the Nation State in the domains of knowledge (education, training, innovation) of employment, and place new challenges to education and training of adults, namely through valorisation of the active ageing.Downloads
