The legal framework established by Decree-Law No. 217/2013 of 30 August is recognised as one of the most significant pieces of legislation in the field of environmental law. It covers approximately 2,200 facilities nationwide and introduces innovative instruments for simplification, debureaucratisation, and administrative efficiency, employing preliminary measures at the start of the administrative procedure and electronic mechanisms for licence issuance and monitoring of licensed activities.
The purpose of these rules is to make the application of the industrial emissions legal regime more efficient and effective, thereby achieving a high level of protection for the environment as a whole.
