Abstract

The importance of indigenous labour in the development of the colonies led various states to regulate it, and Portugal followed the same path. In Timor, this process took its own course, responding to local needs associated with the desired development and not following all general procedures. The various changes introduced, which passed through several local and national instances, maintained the same objectives. In the 1920s, they were also linked to the new context marked by the League of Nations’ position on colonial issues.
