After José I was crowned king and his cabinet presided by the Marquee of Pombal was appointed, a reform plan of the policies in the different sectors was implemented. However, priorities had to be set.
As far as the colonial policy was concerned, Brazil was considered a priority, in particular the issues regarding effective sovereignty and rule over the whole of the Amazon region. Hence, royal power deemed it indispensable to implement a new model of colonisation of the Amazon.
This model was founded globally on the following aspects: redefining the political and administrative structure; the issue of freedom, civility and social promotion of the Indians; the religious issue and the Jesuit conflict; repopulating the territory with settlers, Indians and African blacks; stimulating economic activity; Episcopal assertion; reorganising defence, linked with setting the boundaries of northern Brazil; the founding of new settlements and speeding up the municipalisation process.
